INEGI traces decarbonization plan for Lisbon Naval Base at the request of Portuguese Navy
07 May 2020 INEGI, in partnership with INESC TEC, outlined a plan for the decarbonisation and energy efficiency of the Lisbon Naval Base in collaboration with the Infrastructure Directorate of the Portuguese Navy.
The implementation of the plan already has funding guaranteed under the POSEUR program (Operational Program Sustainability and Efficiency in the Use of Resources), after the success of the applications submitted with the support of INEGI, and should be implemented in the second half of 2020.
The project was born in line with the national strategy of decarbonizing public infrastructure, with the objective of promoting the energy and environmental sustainability of the activity of the Lisbon Naval Base, a complex of port infrastructures, facilities and services whose main function is the logistical support to units moored in Lisbon.
According to the study carried out by INEGI, "the Base can reduce the energy consumption of five buildings and infrastructure by 33% and thus save up to 136 thousand euros, compared to the current scenario. Also at the environmental level, there is a possible reduction of 457 tons of CO2 emissions ”, says Ricardo Barbosa, one of the technicians responsible for the project at INEGI.
ACTION PLAN INCLUDES ADOPTION OF RENEWABLE ENERGIES
The installations of the Lisbon Naval Base are considered intensive energy consumers, representing a cost of 5 million euros per year in electricity alone and, consequently, are responsible for high rates of carbon emissions.
In order to reduce the environmental footprint of this complex, INEGI’s team started by "analyzing the breakdown of energy consumption at the Base, which allowed us to identify the five buildings with the highest energy consumption and the greatest potential for energy savings", explains the responsible. The mess hall of officers and sergeants, the armadas physical education center, the sergeants residence and the squares cafeteria, the naval school and the naval technology school were defined as priority intervention areas.
In these buildings, the INEGI team carried out "an energy audit to identify the starting point and the inefficiencies from the point of view of energy performance", explains Mariana Silva, a member of the projects technical team.
Based on the information collected in auditing and with the support of technical and economic feasibility studies, the team identified improvement solutions, "ranging from energy efficiency measures, such as thermal insulation and the replacement of technologies in the technical systems of buildings (air conditioning, lighting, production of sanitary hot water, among others), the integration of renewable energies and electric and thermal energy generation systems for self-consumption ".
After the development of the action plan, and the approval of the financing, all that’s left is the implementation, which will also have the technical monitoring of INEGI’s team.
